missouri Professional Counselor licensing requirements

 A master’s degree in counseling or the following mental health disciplines -- counseling & guidance, counseling psychology, clinical psychology, or school psychology and consist of 48 semester or equivalent quarter hours. The degree must teach counseling principles, theories, techniques, and counseling interventions. If a degree is less than 48 semester hours an applicant can proposed a plan to complete the required courses to meet the educational requirement.

 3,000 hours and 24 months of supervised experience with five years to complete the hours and months 1,200 hours direct client contact individual and/or group therapy required . 


A CIT or PLPC must be engaged in counseling or counseling related duties at least 15 hours a week during the period of supervised experience.

 National Counselor Examination taken through National Board for Certified Counselors. 


 The NCE is administered for Missouri by the National Board for Certified Counselors (NBCC) Center for Credentialing and Education (CCE). The examination is a computer based test available at locations throughout the country, to include Missouri.

 In Texas, an LPC Associate may only provide counseling services under the supervision of a Board-approved supervisor and is not permitted to practice independently.


To practice in Texas, all applicants must meet the eligibility requirements outlined in the Texas Occupations Code, Chapter 503. This includes specific academic qualifications and supervised experience. These requirements cannot be waived.


Texas does not offer reciprocity or temporary licensure. Licensure is based on the client’s physical location—if the client is physically in Texas at the time of services, the provider must hold Texas licensure, regardless of where the provider is licensed.

To avoid delays, ensure all items listed below are attached to your online application.

  1. Practicum Documentation Form – May be completed by a faculty or administrative member of the counseling program or the site where the practicum hours were gained. A letter from the University is also acceptable.
  2. Texas Jurisprudence Examination Certificate – Completed within six months of application submission.
  3. Supervisory Agreement Form – Completed and signed by both applicant and potential board-approved supervisor.

NCE/NCMHCE Scores – To register, please visit NBCC | National Board for Certified Counselors & Affiliates . NBCC typically forwards the verification within 6–8 weeks after your exam.

Fingerprinting – After submitting your online application, you’ll receive instructions by email for fingerprinting. Locations are nationwide, and a fee is paid directly to the facility.

Official Transcripts – Official transcripts must be sent directly to the board and cannot be uploaded with your online application. Electronic delivery is preferred, but hard copies are accepted.

  • Electronic transcripts should be sent to: transcripts@bhec.texas.gov
